Look at US history. Up until the civil war, people were more loyal to their states than to the Union and were considered members of their state first, members of the Union second. Look at Robert E Lee who only joined the Confederates because his state of Virginia chose to join the Confederacy. The majority of founding fathers held dual loyalty by your standards.
