they 100% could, what you're forgetting is that they don't have to attack the border, they could very easily just pull a Vegas shooter deal and start attacking any concert venue.
think about the paris terror attacks, 130 people died because a couple of terrorists with guns took over a theater. At any time a handful of cartel dudes could go to any movie theater and pull the same shit, plenty of jews compared the venue hamas attacked to Coachella, which is in Indio, CA which is very rural meaning cartels could easily vanish after spending minutes shooting up the place.
The reason terrorist attacks don't happen is because very little happens to justify such attacks to the people with the means and need to carry out the attacks. Or at least thats how it was explained to me by an FBI guy who was doing a talk on this stuff back in my college days. Like when you think about gangs in the US vs Mexico or Columbia or Ireland or Paris, its obvious that there are plenty of people who justify it and can get the job done.
The reason bloods & crips were doing break-ins and stealing shoes in places like Compton instead of a mile north where the rich white folks lived is because the police would be very quick to stop it before it happens. They had the need and the justification but not the ability, thats Stop and frisk level policing. You can't get away with crime because the police are stopping you before you commit it.
In general there are tons of places that could easily be robbed or taken advantage of, especially in the US. But they weren't because people didn't have the need to do so or have the justification for it. Cigarettes and shoes and tons of other shit didn't have to be locked behind glass because society was very high trust because so few "bad actors" had the need and justification to fuck people over, so you could give people the ability all you wanted.
And if you look at the inner cities in the 80s, they made sure to lock as much shit up as possible to avoid letting gangs take advantage of them. South African whites live like they're in a zombie film because attacks are so common.
So yes cartels could easily do so, the problem of course is that the backlash would be too much, its even taught in schools down there. Pancho Villa tried fucking with the US and they made sure to kill as many of his troops as possible in retaliation, some engagements the US had with Villa's men resulted in 75 K/D ratios, and that was a century ago just using small arms. We have recon planes that can provide real time location information down to the squad level like a goddamn RTS, and any attempts to hide or flee would be futile. an entire brigade would make them vanish overnight. every cartel offense shows they're masters at small arms fire and they have tanks and choppers, but jets are a bit outside their wheelhouse. Iraq was taken over in a month with less casualties than you'd see on the south side of chicago. the consequences of fucking with the US in such a way would be extremely dire.
cartels are given a lot of leeway that would vanish very quickly if the US went hard on Mexico. Imagine if we pulled the sanctions and SWIFT bullshit on them, cartels would vanish in a week.
