This isn't new, but it hasn't been posted.
The character holding the leash is the protagonist--Vellus Satowary--Dylan's self-insert.
The thing on the leash is named "Pink Rubber Animal" (PRA). PRA is a thinly disguised, headless natal woman. The function of PRA is:
- to have her/its neck stump fucked by Vellus;
- to suck up filth like a vacuum cleaner;
- to act as a seat;
- to act as a spittoon;
- to act as a general receptacle for liquids(?);
All of the services that PRA provides are demeaning and degrading. Even the refueling(?) of PRA has to be done in a degrading fashion:
This reads as the hate and revenge fantasies of a deranged tranny.
A geriatric tranny--
McKenzie Wark--reviewed Dylan's magnum opus and gave it top marks. Presumably, knowing that PRA is a stand-in for natal women, Wark tries to blind us with a flashbang of bullshit by invoking the name of Georges Bataille like a magical incantation:

No. Bataille's Acéphale is a symbol of the secret society that he founded. It represents a group without a leader and the absence of a supreme deity.
I'm not a Bataille expert and am willing to be proven wrong. I am not aware of any fiction written by Bataille where the protagonist--or anyone else--fucks Acéphale's neck stump.

Like all trannies, Dylan claims to have been raped:
