I get the impression that Trump isn't as knowledgeable about all the ins and outs of how to decrease spending (because it'd take a massive review process) but he does agree it should be done but isn't something he wants to focus on for himself (hence the proposed commission to handle it).
There are a couple issues like this where Trump won't discuss them in detail as much because he doesn't seem to know all the details yet.

I don't think Trump is a budget cutter. He doesn't talk about it AT ALL and his presidency oversaw some of the biggest spending ever DESPITE the prosperity.
