Great Cyberpunk Films?

I'm unsure if this counts as true cyberpunk but there's an OVA called Dead Leaves which has a similar aesthetic. It's not super memorable, imo, but it had neat visuals and a light tone and was only 50mins so it's not much time wasted if you hate it.

Also, this one's not obscure by any means, but I love the excuse to praise The Fifth Element. I know it's polarizing, but it's a lot of fun and worth watching if you like your sci-fi to be extra campy.

The Fifth Element isn't really cyberpunk...is it? I mean the city definitely has a bit of that vibe, but it really is just plain sci-fi to me aside from the whole evil corporation thing and art style of the first quarter/half of the movie.
Also I thought everyone liked The Fifth Element, are you telling me people have shit taste in this world?

To be honest, Wikipedia was my source for Fifth Element being cyberpunk, so it could be wrong.
Also, many people thought it was bloated and uneven and/or they hated Chris Tucker's acting, which are all very valid criticisms, even though I didn't find myself bothered by these things.
 
Back on animus there's Serial Experiments Lain. Basically an animated series in the world of Coast To Coast With Art Bell, only without Bigfoots. A little light on punk but thousands of gallons of cyber.
 
Theresa film called Avalon, directed by Mamoru Oshii (iirc) which is kinda GitS-esque in that it asks questions about the nature of reality against a nominally cyberpunk backdrop.

Would Transmetropolitan count?

You get points. Avalon is an interesting film.
And Transmetropolitan is certainly cyberpunk. And one of the few series' I read almost yearly
