AFAIK you can't actually involuntarily commit someone unless there's a clear sign of intent that they plan to harm themselves or others. Boogie just screaming 'I don't want to be alive anymore!' wouldn't suffice since he's not putting in an actual direct threat to do it (I know, it sounds stupid). There would have to be clear proof of his intent to do it (i.e. him clearly saying what he is going to do, or even text messages clearly stating his plans to kill himself) to warrant the police to take him without his consent.

It's likely that Boogie manipulates his way out of these situations when the cops show up by pretending everything is fine, and from law enforcement's standpoint they can do nothing but check on others in the household and then leave if Boogie isn't a clear threat to himself or others.
