There is only one instance of the word cancer in the entire text, and it says PV increases risk of the development of blood cancers (like leukemia). PV is a neoplasm, which just means unusual growth of some cell or tissue. Neoplasms can be benign (non-cancerous) or malignant (cancerous). PV gets broadly lumped in with blood cancers categorically, but it is not malignant (although the leukemia that may latter occur would be).

Charitably, it could be considered a bit of a grey area. I wouldn't personally consider PV a cancer. It's a single gene mutation that increases cell production through a stable mechanism, it doesn't metastasize and spread through the body, it doesn't form tumors everywhere, and the extra red blood cells produced are totally normal. Generally in a more classical cancer there is not a single specific mutation (although some grouping of mutations may be more common for specific types), but a general increase in mutations, loss of DNA repair mechanisms, uninhibited growth, and a prevention of cellular suicide/autolysis.
Myeloproliferative neoplasms (MPNs) are types of blood cancer.
You are correct that not all neoplasms are cancer but as it relates to PV, it is a slow growing form of leukemia.
