She could get away scot free if there was no injury to the pedestrian, no traffic violations during the accident, the pedestrian chooses not to pursue a civil case, and they choose not to submit and insurance claim. I'd think the chances of all of that happening are low, but anything is possible. The fact that the police did come and write up not a report make the chances of some sort of civil or insurance actions easier for the victim. They at least should have all the information they need to move forward.
