I think the better question is why is he so hesitant to return to his home town? It's not like he had any friends that lived there, and even if he did, it's been near 20 years since he lived there, people move on in life, so any potential confrontation is moot, if they didn't already travel to Renton to "settle the score", there is nothing to be afraid of.
I think it's just moving period. I mean, there's probably some fear angle because even in his gated community Phil seems terrified of stepping foot outside, but I think he sees moving as an admission that he was wrong because so many people pointed out it was dumb to live in Washington. It's been pointed out so many times over the years that he could save a considerable amount of money by moving someplace less expensive/he has no benefits from living so close to Washington because he rarely waddles out of the gout fort. His middle unit condo is basically a metaphor for his pride at this point, he'll stubbornly hold onto it for as long as he can.
