Go look at the correlation between black crime and gangster rap and look who was pushing that shit. Basically the CIA had to sell crack as part of the drug smuggling operations they did to help the Contras/Colombian drug lords, and that meant creating a big network of drug addicts and drug dealers. So they got their billionaire buddies at the record labels to start pushing gangster rappers who glorified a life of drug dealing and crime, and this made a lot of black youth think that shit was dope and totally normal and a glamorous lifestyle (until da po-po swing by and send yo black ass to da big house).
It was the perfect thing too. LBJ started the destruction of the black family and conversion of the black man back into a slave to rich white elites. He paid black women to have as many kids as possible. And then when those kids were 15-25 (many raised in polluted environments with exposure to lead) and raised by single mothers, the American elite and CIA started selling crack and creating a nihilistic culture of violence, sex, and drugs. They were natural footsoldiers for the elite.
For blacks in Africa, it's different. A lot of that is just ancient tribal violence, like look who got oppressed in Mugabe's Zimbabwe, it was mostly people his tribe deemed enemies like whites and the Matabele people who supported an opposition party. African cities are violent because different tribes migrate there, and they have a lot of wars and violence and corruption because their politics are basically tribal alliances and they've gotta reward each tribe and that means taking shit from the other tribe. The CIA and the French government has helped this, of course.
