That's a very optimistic of you. I can't imagine an enviroment in which politicans would ban only this and will not affect something normal in a negative way.
That would be only possible in something like a sharia state, and then only the very rich ones would be able to be furries, and common populace(including us) would be unable to make fun of them. In my evaluation it would suck more than what we have now.

How would you ban porn? Lets look at countries that have. How effective do you think it is and how would you apply something similar without becoming a shithole country where people have no rights? The most I could see being done is to make it not legal and destroying the porn industry.
Ban chatfucking? Can I not write suggestive text to my wife/gf? If I pretend to be a plumber coming over to inspect the piping will I go to jail? This one is impossible.
Grooming is already illegal.
You cannot ban furries without becoming a shithole where the government tells people what they are allowed to wear.
