You've confused two different shows, it seems. The tugboat in the photo posted above is the titular character from the Canadian show Theodore Tugboat, not the (very similar) British Tugs show. There is, apparently, a life-sized tugboat in Halifax converted to look like the character, whence the photo.

With the wings and that head, I think it is a bat. That looks like the nose found on several species of bat, colloquially called "leaf nosed bats", to my knowledge all of such are new world species.
