Russia and China have been preparing alternatives for SWIFT sanctions for almost a decade at this point. They have an alternative called the Cross-Border Interbank Payment System (CIPS). This is a payment platform that doesn't involve SWIFT or DOLLARS at all, it uses RMB,YUAN and other BRICS nations currencies.

IIRC the main reason is that tanks are dual-purpose these days, where they're both armoured spearhead and infantry support. You need them to be capable of supporting infantry as well, which an ATGM-armed tank wouldn't be able to do.

In real life, a tank is about the least desirable thing to send against another tank. Essentially it sits at the lowest point on the formula of odds of success, risk of destruction, and difficulty of being replaced. Air power is harder to kill, ATGMs are easier to replace, and so on.

Tanks in general are designed for infantry support moreso then Tank on Tank battles, especially after the Cold War ended. I have seen exactly one clip of a tank on tank engagement in this war thus far.
IDK about the Gun Launched ATGM's, I've never seen them used in action personally.
