As @Jet Fuel Johnny has detailed, the top brass are almost always just politicians in uniform. Rarely have they been actual warfighters.

Any "deployment" medals they get are usually because they went to the combat zone for a press conference, or something to that effect.

Yes, and Britain explicitly had a law against enlisting in foreign militaries (Foreign Enlistment Act of 1870) although I'm not sure how/if it is in effect today.

Peter Kemp was fortunate to have a friend in the police so although he was a known volunteer, he was never arrested. (Also, IIRC Kemp ordered a British partisan they captured to be executed ... based?)

Anyway, the Republican side in particular had tens of thousands of foreign volunteers to the extent that they were organized into brigades by country.

I bet you food stamp coupons that if Russia would've overrun Kyiv in two days, the West would have released a strongly worded statement or two, but since the war was over and Putin rules Ukraine now, what can you do?
But since Ukraine held the fort long enough and a massive wave of public support happened, the powers have be have nowhere to go, but to join the "resistance to tyranny".
