I mean, it's well understood among wonks that him invoking that act is a really, really bad for the future of the country, and may introduce a wellspring of partisan poison where previously there wasn't particularly much. There were many ways in which he could've handled this far, far better - including negotiating with the peaceful protesters whilst locking up the ones blocking streets. I find the idea of forcing border-crossers to quarantine for 2 weeks a little odd when most health departments recommend only about 5 days, for example.
