Child abuse cases initiate at the state level, if federal agents were involved, there would be substantial evidence and it would no longer simply be an accusation. If it were the case the FBI was looking into Sam or anyone in relation to Child abuse, or materials relating to such, that would've been outed and Sam wouldn't be talking about it.
