Solid analysis. The problem with officials being too afraid to state the facts clearly is that they produce documents like this which are open to interpretation.

To build on my earlier point, if they are at risk of random genocide then when an event like this happens it seems important to make a reasoned judgement of what role it played and lay out the rationale either way.

I think some of them treat it as a magic spell to change reality, but some of them see it as just an avowal of what they already understand is reality.

Depending on how much KoolAid the TRA has drunk, some of them literally understand gender to mean anything you want and any trait. You can't say someone looks manly because there's AFAB men and their hips are still manly because they're men's hips, so likewise linebacker shoulders and stubble are womanly because there are trans women who have them and they are women. Sex is a spectrum and you can't tell someone's sex by looking at them because you can't see their chromosomes - and anyway there's actually endocrine sex, genetic sex, phenotypic sex...
