The underscores indicate the word should be emphasized, as in underlined. Of course, capitalizing already does that, so the underscores make it, like, super- emphasized or something. It's for emphasis. There's two people that I see using it:
1. Old-school USENET posters, back when everything was plain text and you had to get creative with emphasis, or:
2. Discord faggots that spend way too much time on Discord and have learned that _underscores_ around a word are a shortcut for italicizing that word.

Given that we're talking about Freddit either of those two could be his reason, but the smart money is on option 2.
