After you fail to turn up to tick your name off, AEC will send you a letter asking why you didn't vote and if you have a legitimate reason or not. They state on the form that if you don't have a legitimate reason, they will fine you, but the first letter that comes isn't a fine, just a please explain. On that form, you write in your reasoning, I forget the exact scripture but I quoted the bible after researching why Jehovah's Witnesses don't vote, and made it sound schizophrenic as well. I didn't get a fine, and next time I failed to vote, they sent a second letter and again, I claimed religious reasons for abstaining, and after that they have never contacted me again. They seem to take religious exemption at face value without investigating further.

I've only ticked a name once in 26 years. Generally I draw a helicopter, or a woodchipper on the papers and drop them in the box.

They can prevent you from reregistered your car or renewing your licence if you fail to pay a fine. They changed the rule a while back since in the olden days you'd go to prison for failing to pay a fine but some clean cut white boy got stabbed in Goulburn Jail while serving time for non payment of a traffic fine so it was re-evaluated the imprisonment was a bit excessive so revised to a block on being able to perform certain transactions with the govt.
AFAIK, if you have unpaid fines and other enforcement issues, like not paying child support, they can stop you leaving the country, and I've heard they can refuse to renew your licence, and even forcibly deduct money from your bank accounts. Most of my knowledge of this comes from garage arts, who didn't pay his child support, so I take the rest of it with a grain of salt other than not allowing you to leave the country for unpaid child support which is true. I assume it might extend to unpaid non-voting fines too.
A court can order money forcibly removed from your bank accounts or taken from your salary for a private debt, not just a government one. Heck, the sheriff can come to your house and take your anime wallscrolls to be auctioned if a judgement in default is rendered against you for those video ezy cassettes you failed to return in 2003.
I've never had those problems, but still good to know how the system works and what it can and can't do.

I don't think it usually gets that serious for voting fines. I know someone who had one from years back and didn't find out about it (he'd moved and was apparently still registered for an election he didn't even know about) until he was updating tax stuff recently. I think he'd flown and done licenses and it never came up. But that was just one, maybe they care more if you make a habit of it.
Fuck no about 10% of people do.
