Your internet provider is shit, I would guess. It works for me, without VPN.

Most internet providers censor via their own DNS servers, if you can get into your router go to the DNS tab and change the DNS servers to 1.0.0.1 and 1.1.1.1
If your router is locked down you can change the DNS servers on your PC as well

It's his ISP doing it, not the British government. Kiwi Farms isn't blocked by default in the UK

Kiwifarms.ru has been down in Russia for days with Error 504: Gateway Timeout Error (aka "We did not receive a timely response from the upstream server.") Kiwifarms.net has been blocked by Roskomnadzor because of course it has.

I can still access the forum with VPN and the Onion URL, if barely, but browsing from cellphone is no longer an option. It is a bit of a bummer.
