I've never heard of anyone except for cops riding in the front seat of a cop car, honestly.

Some counties do that when the car doesn't have a barricade. It allows a cop in the back to control the perp in the front seat if they get unruly.

Once when I was arrested for a felony I got to ride in the front seat. I asked the cop if I could put on the siren and he looked at me angrily.
