They probably just migrated the relevant files and folders onto an external drive and copied them onto the LG. You're just overthinking it.

Giuliani probably just got a backup of the contents, not an image of the whole damned drive.

I'm not really sure if he meant he put the full OS on there - perhaps he meant some of the raw files? I have no idea, I'm autistic but not quite...

TLDR: The Tech didn't do magical wizardry, he did what he said he could do. Apple makes it easy to recover data. Applications exist to export...
