Valve monetizes mods (With Bethseda Launcher and Open Beta for Modding Released, Possible Return?)
The main reason why I suspect they wouldn't is because there's no money in it. Unless Valve/game dev take a cut out of it.

Especially since every good mod out there has 20 terrible equivalents.
And if Valve doesn't, they can no doubt lose a good number of users that...
