I usually play Adept, and I use a combat mod (Wildcat, I think, it's been a while since I last played) to fine tune the damage.

Difficulty settings in skyrim just reduce your damage and increase the enemy's in x0.25 increments (but yeah it is better with mods). ...Maybe...
