There are child ghoul npc's in Fallout 2 and it's cannon that they can indeed reproduce unlike supermutants which are sterile. Too bad these guys...

I bet Ghoul Jimmy eventually goes feral and gets shot in the head by a Raider. He's not good enough to get shot by the Wanderer.
