Unfortunately it looks like they didn't take a picture of that bit of the stairs (so it could be there and they were avoiding it I guess).

looks like it was done in acrylic paint and sharpies... look how streaky the solid shapes are and how nothing looks even remotely clean.

Wouldn't be the first time.
