I guess Valve didn't want to piss off Russians, because of how prevalent they are in their E-Sports games in DOTA 2 and Counter-Strike. Are Russians still geoblocked from playing online games?

Yes, Valve needs to abide by any countries' request, because their store is localized. In example, Indie DB recently had to remove my game from its platform due Australian Government Request:
Because they don't have regional system on their platform, so they can not hide a game on specific countries. But the owner of this website is a very nice dude, and he supports my game, many times my game was frontpaged on their website, I earned many awards (Indie Game of the Year), however, since this is business, he had to deactivate my game, but the did not deleted its page and also all images and videos I uploaded to their website is still on their servers and can be accessed:
And everything I uploaded there.

Hello farmers! Looooooooooooooooong time no see!!!
I was busy with my job as a freelance game developer. By the way, here you can see some cool stuff I have doing recently:
But I always tried to find some time here and there to work on my game Fursan al-Aqsa. And I was able to progress a lot on the next update, which now runs on Unreal Engine 5. No worries, I was able to make my game run in UE5 at 60fps on an very old GTX1650 with 6GB of VRAM and 16G of RAM (pretty basic rig).

This is just a small teaser of the next mission coming to Fursan al-Aqsa, the Lions of Gaza:

Aside from the (probably) unrealistic death animations, the only thing that you're missing is the backblast from firing the RPG. Would be kind of interesting having those Merkavas trying to hose you down with a hail of machine gun fire.
