It's easier if you think of it this way... one kills bugs'n'birds, the other doesn't. Although I feel bad for the fire type since it overlaps...

I think it's mostly that Rock Types are made of rock, while Ground Types just burrow in the ground. Not that there aren't exceptions to both, but...
