Im not sure I know what they're talking about. I thought it already had been this way for years. When Reddit itself removes something it just says...

"We need context! If I ban someone for child porn or similar material, I as a mod MUST have access in order to ensure it was ACTUALLY child...

The most sensible thing to do would be for things removed by reddit to come with a removal reason, but they will never do that.
