so im just glancing at it here, and it is in fact under "Minnesota Government Data Practices Act" which is obviously a separate entity for the state, but im skimming over the prerequisites and it reads exactly the same to me as what i had to cover when i FOIA'd the footage i mentioned above. nothing in the rules suggest that the public won't have access to this so long as the proper fees are paid to blur any kids or unrelated persons on said footage. but i really dont get how this guy thinks april or the state would need to bamboozle him to obtain this. seems like a pretty open and shut records request if you ask meIt is different in Minnesota.
