I guess it's supposed to show solidarity with the troops or the nation or something. I.e 'as long as the nation is at war, I will dress for war'...

He wants to give the illusion that he's suffering too. If he went around in suits and ties, it'd be much more obvious that he's a tyrant.

Acting like he’s one of the people, instead of cosseted tyrant sending hundreds of thousands of men to die for him.
