From those radar captures, what I get happened was the helicopter pilot saw the 3130 flight directly in front of him and thought it was the CRJ

As an aside if they want to keep KDCA open in the coming decades they should really shut down 15/33 and 4/22, even though it'll reduce capacity...

Muan International opened in November of 2007. Night doesn't automatically mean IFR. On clear nights, even airlines will use visual approaches...
