I think that Loki has the illusion based powers of Utgarda-Loki. Fits the theme really well and he can fake the wackiness of Nika's power.

I thought it was established that there can only be one devil fruit for only one type of power.

Or that the Gum Gum fruit Awakened is close enough to Nika's power set that you can't really tell the difference..so that Luffy can plausibly deny...

See, I believe they were aware of such a Fruit and that was why they could never find the Nika Fruit. Because it never awakened they could never...
