As soon as you've made the saddle for a pal, you should be able to hold F to ride. Just make sure he's your active and out pal and not a wild one...

Did you pick it up off the bench? Also you can check your key items for it to make sure you didn't make the wrong one.

I have and had it work but I traded them out for a Quivern a few updates ago so a more recent one might have broken that particular Pal.
