Japanese people aren't very confrontational (at least not openly) and you don't really have to be a good speaker to get by in the cities.

He was a student in Okinawa, which has a heavy US military presence. It's somewhere where you can get by speaking little to no Japanese.

I think Japanese just assume all Americans are retarded.
