The only way this could be more "Bootleg Bart" is if Bart was also drawn as black while waving a Confederate Flag and promoting a local sports...

I think I vaguely remember seeing one with Bart kicking Saddam Hussein. If I did, I can't I think it was in person, but it could've been here on KF.

It's practically a night and day difference between the two.
