Well, the three Sailor Starlights are sort of troon characters, at least in the OG anime. (I haven't seen Crystal so I have no idea.)

Sailor Moon was also created by a woman, as opposed to most other animes about schoolgirls, which are made by men for men. So yeah, no wonder...
