I agree that the story sounds ridiculous if we're to take Ralph's story as fact, the problem is, the basic premise of the story just doesn't pass the shit test.
The dog being leashed to the table? Sure, it doesn't really make sense to me at all but whatever maybe there was a good reason.
A wiener dog not only climbing up on a chair, but also somehow managing to throw itself over the back of the chair in a way that it's leash conveniently gets caught in a way that it hangs itself? Even more suspicious, but freak accidents happen so who the fuck knows.
The kid sitting at school and receiving a phone call from his parents, in the middle of a school day, saying "Hey timmy just thought I'd let you know your dog died. Have fun at school, see you when you come home!"? Nah I'm gonna have to call bullshit there.

You would have to be tragically stupid to believe Ralph's story. Any one of these details should call his story into question. The fact that it's flush with all three of them should be setting your bullshit alarm on fire. Believe what you will though. I won't say definitively that Ralph did the deed, but his story is gator's-blonde-peurto-rican-grilfriend tier bullshit, and anyone with any critical thinking ability whatsoever should be able to suss that out. That leaves us deciding between "Ralph did it and made up a bullshit story to cover his ass." or "Ralph didn't do it and made up a bullshit story to cover his ass even though he did nothing wrong". Which of these two options is believable?

Honestly, this sounds like it could have happened...however....

The mother would have had to call the school and then inform the kid that the pet would have passed away. Possible, if the mother had to go to work and wouldn't be home when the child was coming home. I could believe that. That would make logical sense.
