This is pretty cool, actually. It's Helen and Stella Royal(e). Midget sisters who, along with their midget brother Charles, were vaudeville performers in the 20s and 30s. Stella was a dancer and a bit of a celebrity. I guess the title of "World's Tiniest 'Sally Rand'" must have been her claim to fame because there's actually another photo of her mimicking Rand's famous ostrich feather fan dance. Also, all three siblings were cast as munchkins in The Wizard of Oz.

@Jamila THANK-YOU!! Riddle solved and I appreciate the info. As said earlier, I had no idea who they were and even less idea why they are in an old family album, but wow, that explains a lot! Maybe Gramps and Grams saw their show and bought them as souvenirs. My Google-Fu didn't turn up much of anything.
