Besides the fact that he has "something to lose" (in this case he's an animal doctor), he also is doing multiple things that are illegal. There are multiple laws both protecting migratory birds and the bald eagle species in particular. On top of that bestiality is a crime in his state and I doubt the state would be easy on him if they found out.
