They may be referring to a militarized group that was defending against Russia during the Ukraine fighting. Four years later I cannot remember the name of that specific group, but Ukraine reportedly still has a lot of rogue militias running around today. One that recently got attention is Right Sector, another group with neo-Nazi ties.
I am not certain how they claim Obama directly supported them. Probably made a blanket statement of support during the initial crisis and they are twisting his words.

We sold them armaments at a discount, although our support in general for the Ukrainian nationalists was very tepid because the State Department knew about the significant neo-Nazi element there. You may have noticed that the pictures of the fighting that were posted in western media were cropped very strangely in order to hide the fact that the Ukrainian nationalists really seem to like swastikas for mysterious reasons! The whole situation is really shitty.

Yeah. Russia allegedly funds Western European nationalist movements, and blatantly abuses nationalist fervour and talking points in its media, meanwhile Ukraine had paramilitary neo-Nazi groups like Azov that it integrated into regular forces just to comply with agreements. Its obviously not a fascism versus free world or filthy commies kind of conflict. How would they know how you were voting? The people tending the polls aren't allowed to ask. That's private. Did your machine shut off just as soon as you voted for initiatives? Was this happening to everyone who voted for those initiatives? If so, you'd think that people would talk to each other about how weird it was that the voting machines were malfunctioning and it'd be a big news story.

I don't know if his state is like mine but how they do voting is you fill out a paper ballot and it shoves it into a scanner machine. That way if the machines ever go down hey look, there's a paper backup.
He grew up in a rich part of California before moving out, and rumors in the community are that he was booted out of the local furry events over there. Judging by his Twitter behavior it sounds possible.
