Germany - as long as person is not over the age of 21 they can have sex with a 14 year old.(This is somewhat like what you had in mind, except to a much larger age gap)

Austria, Bulgaria, Estonia, Hungary, Italy, Montengro, Portugal - As long as you're not in a position of authority an adult can have sex with a 14 year old.

There's way more laws like this but I couldn't be bothered to go through all of them. Most countries have the same thing 15-16 and as long as they're not in a position of power.

The legal status of an act does not in any way reflect upon the morality of it, and that aside the main reason for the legal age of consent in such countries to be so low is so that people of that age can fuck each other and not get in trouble for it. Trying not to be rude here but if I must I'll go looking for corroborating evidence for my point. Also, while I'm not "drawing the line" at eighteen, it's approximately around that age that a lot of people become fully capable of being a rational actor when it comes to the topic of sex. If it were me I'd actually move the age of consent closer to twenty and instead have "Romeo & Juliet laws". Manipulation does not necessarily mean the manipulator is leveraging institutional power. This fact has some crossover with another of Destiny's favorite talking points, incest.
