The speculation I've heard is that each side is trying to soften the other one up in anticipation of an attempt to occupy strategic parts of Iran's coast like Qeshm Island. Iran won't be able to lock down the Strait of Hormouz anymore, but it'll be hell for Americans on the front who won't be able to count on air cover or or resupply. So many American bases on the Arabian Peninsula have been ruined and as much as possible is being redeployed to Jordan and Israel, very far from Iran.
