You already have the issue of people not paying fines they get in the mail. All it will do is keep honest people honest and give degens another letter to toss out whenever they get around to checking their mail.
 
I am more concerned with morons that drive around with their high beams on because they have a headlight out and they think that committing an additional infraction will prevent them from being pulled over.

Joke is on them because police stopped pulling people over for headlight infractions during covid and seem to have never resumed.

That actually makes me wonder who exactly is going to enforce this shit? Also I thought the police were super evil and bad! Are social workers going to give tickets out for these infractions or are there going to be light sensors with plate readers to automatically ticket people who have lights outside the approved lumen range?
Looking at the fine print of the bill, it would change the Federal Motor Vehicle Safety Standards which does not often effect vehicles retroactively and is more of an issue on the manufacturer's side of the car market.

Here is the relevant text from the proposed LIGHT Safety Act:
A BILL
To direct the Secretary of Transportation to revise the Federal Motor Vehicle Safety Standards to establish a maximum allowable brightness standard for low beam headlamps on motor vehicles, and for other purposes.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. Short title.

This Act may be cited as the “Limiting Intense Glare for Highway and Two-lane Safety Act” or the “LIGHT Safety Act”.

SEC. 2. Lamps, reflective devices, and associated equipment.

(a) In general.—Not later than 1 year after the date of the enactment of this Act, the Secretary shall issue a final rule to revise Federal Motor Vehicle Safety Standard Number 108 (49 C.F.R. 571.108; relating to lamps, reflective devices, and associated equipment) to establish a maximum allowable brightness standard for low beam headlamps on motor vehicles that is expressed in lumens or another appropriate (as determined by the Secretary) photometric measurement.

(b) Secretary defined.—In this section, the term “Secretary” means the Secretary of Transportation, acting through the Administrator of the National Highway Traffic Safety Administration.

This is stupid and getting into the petty minutiae of shit without actually fixing anything. The US national highway and traffic safety association already regulates headlight brightness, this bill is redundant and the NHTSA could come down on manufacturers for overly "bright" headlights as of right now. Because the issue isn't brightness, but "glare". Halogen bulbs pointed down towards the roadway don't produce excessive glare, meaning the light goes mostly where directed(at the road unless misaligned). LED lights however, because it's an array in a plastic hemisphere, produce excessive glare as the light is diffused and less directed. Put a shield or cover over the top of the plastic hemisphere to direct the diffused light towards the road and, boom, no more "blinding" light from the car with the fancy LED lights. Thai doesn't need an act of Congress to fix, just 15 seconds of common sense. You literally don't hate Congress and regulatory bodies enough if you think this will do anything.

It was a gas station. Shell or Exxon I think. As far as i could see there wasn't much except a gas station a restaurant and a bunch of run down houses and trailers. this was way out in the sticks.
There's a lot of cartel infiltration on reservations these days. But CC skimmers could be locals.
