Europeans simply do not understand the fundamental concept of individual liberty and freedom. Feudalism is baked into their essence. In the US, we have this thing called the Constitution and the Bill of Rights. The rights given to citizens are at the individual level: each human being has these rights, and they precede government. The government acknowledges this and the idea is government will not infringe on those rights. European countries have no such concept of natural rights preceding government. They are far too cynical to believe in such things.
