"Falling enrollment" is key here. Removing the individual mandate was a death blow. You can't have a sustainable health insurance plan where people only sign up if they're sick. You need young, healthy people to sign up when they are young and healthy so that they subsidize the older and sicker population. I'm no fan of the individual mandate, I'm glad it's gone, but Obamacare was always going to limp on (even more than it already was) once that was removed.
And that fake volunteer work is going to make their CV look that much better, accidentally landing them a job. Checkmate.
