I can speak to this as I last did CPR 15 hours ago.
If it was a genuine CPR in progress Mitch is in bad shape. My first question is how long was he without a pulse. My second question is: was he actually pulseless or just very hypotensive?
Broken ribs are the least of your issues if you were in genuine cardiac arrest. Current ACLS protocols are complicated, but currently the idea is "push a bunch of epinephrine until you get a rhythm regardless of neurological outcome." It's not excellent for an older person who's already pretty fragile.
We stay on scene until you have a pulse, that's also ACLS. Transporting indicates someone had a pulse. That being said if I showed up and saw Mitch fucking McConnell in cardiac arrest I'd probably want to load and go in order to make it somebody else's problem, ACLS be damned. So your mileage may vary on this one.
