They can sue 4chan in US Federal court. Alternatively, they can use their demand letters as proof of amount owed, and go harass 4chan's domain hosts, and so on. Private companies can typically fuck you over without a US court order, and they do comply with foreign demands.

They did try that one time. Demanded more money from Google than existed on Earth. I think that was related to the war somehow, don't remember the details. Went nowhere, obviously, as Google didn't have that kind of money
