Andy is still banging on the incorrect assumption that the cops are "diagnosing" him (83 IQ level of understanding), by seeing through his lies that he isn't legally competent. It's like how he'd complain "ECMC is denyin' me my diagnosis", as if fauxtism is a right.
I agree that you're right, his diagnosis is part of why authorities have held back in the past. But the other user made a good point earlier along the lines of "others have been left without, and in worse condition," and I think the question still is unanswered.
@MaleLonelinessEpidemic My two cents, it's partially due to how upsetting he must be in person and to deal with. No sarcasm, Andy is icky. He's a huge, butt-ugly nuisance with a Mickey Mouse child voice. That's gotta get him some kind of initial traction. When you find out later that he only has one ball, a diaper/shit fetish, and loves to argue, he's going to stick out even if you try to ignore him. Something I gotta say as an in and out watcher of this thread is don't get too excited with this latest development. Tommy Tooter has a tardwrangler from Tuscon PD's intervention unit.
Tommy Tooter is nowhere close to being the same type of drain on resources. He lives independently with zero social service input and spends 90% of his life inside on the internet. His massive weed consumption keeps him quiet most of the time and he can usually be phone wrangled. He has the physicality of a malnourished 90 year old midget.
