I was wondering too, and I can't get a clear answer. Some are saying it was some Norweigan trade delegation and/or it's from 2018, but there's no actual official explanation. Obviously this has got a bunch of nutjobs all worked up, and the rest are just making memes out of it. The obvious answer is that it's AI, but it doesn't have any of the usual AI-generation markers. Even ChatGPT thinks it must be real photos spliced together because it's too clean to be straight AI. That still leaves the question where the red coat guys photo would have come from.
replying again BUT I've found a better answer, people think it's the "tall whites," a species of aliens who are...well, tall and white. They're also called the "Nordic" aliens. Here's a video about them from The Why Files:
They come from the book "Millennial Hospitality" by Charles Hall, he promoted it on Coast to Coast AM and went to UFO shows back in the day, and he's published like 5 other books and they're all technically "science fiction." His story is that he was a weather guy at Nellis Air Force base in the 60s, met the aliens, fell in love with one, bla bla bla, that kind of crap. The ongoing idea is that the tall whites secretly made deals with Eisenhower in the 50s to give the US military anti-gravity tech and other stuff, and they help secretly run the shadow government that controls the world.
So in theory it's a pic of Donald Trump meeting with the aliens that run the world. Here's another one I saw in a Google search that gives a better view, but I think this one is for sure AI generated. Google Lens said the first one was AI generated too, but idk maybe that's the "shadow government" censoring the Internet to try and nip it in the bud.

The funniest explanation would be if Barron and Vance got together and convinced Trump to hire some guys to come to the White House dressed like that for memetic warfare purposes.
